Camp Clark, Missouri

Communities surrounding Camp Clark are working together to ensure compatibility and communication with civilian development and base operations.

The Kaysinger Basin Regional Planning Commission served as the sponsor for the Joint Land Use Study (JLUS) for Camp Clark and the surrounding areas. The City of Nevada, Vernon County, community organizations, and property owners also participated in the planning effort.  The Kaysinger Basin Regional Planning Commission is managing a community-driven planning process among Camp Clark and the surrounding communities to: promote compatible civilian development in support of military readiness and defense capabilities; protect public health, safety, welfare, and quality of life; promote the economic viability of the communities; and foster continued communication among Camp Clark and the surrounding communities to address compatibility issues.

Following the completion of the JLUS in October 2014, the Kaysinger Basin Regional Planning Commission oversaw the implementation of key recommendations from the study over an 18-month period.  The JLUS Policy and Technical Committees continue to meet regularly to oversee the ongoing process.

The Kaysinger Basin Regional Planning Commission JLUS study area covered a one-mile radius around the Camp Clark installation boundary.  Camp Clark Training Center, comprised of 1,287 acres of both state and federally owned land, serves as a training area for the Missouri Army National Guard and Reserve Forces based in the west-central region of Missouri. In the Kaysinger Basin Regional Planning Commission’s JLUS report, compatibility issues and actions were identified to address, mitigate or prevent civilian development from adversely impacting continued military operations.

Compatibility issues studied included:

  • Urban growth
  • Trespassing
  • Noise
  • Light pollution

The following deliverables are a result of the JLUS:

  • Comprehensive Plan for Vernon County to guide compatible community development around Camp Clark.
  • Multi-jurisdictional Military Compatibility Overlay District.
  • Model real estate disclosure language for all participating JLUS jurisdictions.
