Dyess Air Force Base , Texas

Abilene City, Tye, and Taylor County working together with Dyess Air Force Base to ensure successful civilian growth without impacting base operations.

The City of Abilene served as the project sponsor and grantee for the 27-month Joint Land Use Study (JLUS) for communities surrounding Dyess Air Force Base (AFB). The City of Abilene, City of Tye, Taylor County and other affected stakeholders participated in the study. Abilene City’s JLUS represents a community-driven planning process to promote compatible civilian development in support of military readiness and defense capabilities; protect public health, safety, general welfare, and quality of life; promote the economic viability of the communities; and foster continued communication among Dyess AFB and the surrounding communities to address compatibility issues.

Located in Taylor County in north central Texas, Dyess AFB is home to the 7th Bomber Wing (BW) and has property that is within the limits of the Cities of Abilene, Tye, and Taylor County. The updated Dyess AFB Air Installation Compatible Use Zones (AICUZ) study, released in February 2015, identifies incompatible civilian land use that may adversely affect the training and readiness missions of the installation. Pressures from incompatible civilian development can create restrictions on use of installations, ranges and training corridors. Incompatible civilian development can also threaten public safety by exposing the adjacent population to aircraft noise and even accidents. The possibility also exists for incompatible development along major highways adjacent to the base. Additionally, no established building codes to consider noise concerns are in place, nor are there any local procedures to guide wind turbine development that could impact aviation and radar operations on the installation.

The following deliverables are a result of the study effort:

  • Joint Land Use Study final report to identify compatibility issues and recommended actions to address or mitigate the encroachment issues at Dyess AFB.
  • Public Participation Plan.
  • JLUS Overview for public distribution and posting on website.
  • Website dedicated to promoting land use compatibility in communities surrounding Dyess AFB.
