New airbase improvement initiative for Alaskan Growth Management Plan underway to better serve Eielson Air Force Base.

On March 5, 2015 the Air Force published a Notice of Intent in the Federal Register to prepare an Environmental Impact Statement (EIS) for basing F-35A operational aircraft in the Pacific Air Force Area of Responsibility (PACAF AOR). Based on strategic requirements and the results of site surveys conducted in 2014, the Secretary of the Air Force identified Eielson Air Force Base (AFB) in Fairbanks North Star Borough (FNSB), Alaska as the preferred location for the PACAF AOR F-35A bed down.

The Air Force’s preferred alternative is to base two F-35A squadrons at Eielson AFB with a total of 48 primary and six backup aircraft assigned to the installation. The first squadron of F-35As would arrive by 2020. The Air Force’s Final EIS (February 2016) states that this action is expected to add a total of 2,765 military and civilian personnel (DoD, family members, and contractors) to the base by fiscal year 2020.

The FNSB Mayor’s Office is serving as the project sponsor for this effort and is working closely with other stakeholder groups and organizations. FNSB seeks to identify and understand regional community gaps that exist (risking mission sustainability and readiness), as well as its ability to address and respond to those gaps resulting from the anticipated personnel increase. The primary goal of this effort is to prepare a Growth Management Plan for the borough, which is projected for completion in Summer 2018.

FNSB is also preparing a Salcha-Badger Subarea Plan and land use map to guide the immediate and long-term development of the area surrounding Eielson AFB, which is projected for completion in Spring 2019.
