Fort Drum, New York

Communities surrounding Fort Drum work with the installation to address planning for civilian Wind Energy Projects.

Located in upstate New York, the Development Authority of North County is the sponsor for the Fort Drum Joint Land Use Study (JLUS), in partnership with the Towns of Antwerp, Champion, LeRay, Philadelphia, and Wilna in New York’s Jefferson County, and the Town of Diane in Lewis County, New York State, and other stakeholders. The Fort Drum JLUS project is designed to achieve several goals, including promoting compatible civilian development in support of military readiness and defense capabilities; protecting public health, safety welfare, and quality of life; promoting the economic viability of the communities; and fostering continued communications among Fort Drum and the surrounding communities.

The compatibility challenges the JLUS will address include siting of energy projects, airspace and land restrictions, noise concerns, light issues, spectrum issues, urban growth, security, water, cultural resources, natural factors, and endangered species.

The community driven planning process at Fort Drum and the surrounding communities will comprise a 30-mile radius around the fort, and is designed to benefit both the military installation and the communities supporting it. By identifying areas where future land use conflicts may occur, and where mitigation strategies, ordinances, and future planning can be employed, the communities and installation will work together to counter possible civilian development that is incompatible with the military mission of the installation, while allowing the civilian communities to continue to grow and thrive.

The expected results of the 24-month JLUS project includes:

  • Joint Land Use Study Report.
  • Designated liaison between Fort Drum Garrison and the communities surrounding Fort Drum as it relates to the development of renewable energy projects.
  • New Geographic Information System Internet Mapping Application.
  • Website dedicated to promoting land use compatibility in communities surrounding Fort Drum.
