Regional Background

Texas is home to several military installations and is set to see impacts from defense budget reductions. Northeast Texas is no exception to defense industry cuts and job losses. DoD showed a major reduction in spending at Red River Army Depot (RRAD) in Texarkana, Texas in 2013 and 2014. Job losses totaled approximately 850 and continue to increase each year.

Project Overview

In order to keep these displaced workers and skill- sets within the region, DoD’s Office of Economic Adjustment issued a Defense Industry Adjustment Grant to Workforce Solutions Northeast Texas to focus on expanding business opportunities and retaining workers in the region. The first step was to will complete a regional talent retention and economic growth strategy to identify current re- employment opportunities in regional businesses poised for a successful expansion, and other economic development opportunities. Additionally, the project focused on working with partners and stakeholders to develop a plan to implement the strategies identified in the regional study. Further work includes a vertical market analysis, regional workforce needs assessment, and stakeholder communications plan to keep the community informed about the project’s progress.

Projected Outcomes

The ultimate goal of the Texarkana project is to retain and re-employ displaced RRAD workers by retaining existing employers and attracting new business to the region.
