Cyrena Eitler

Ms. Eitler serves as Compatible Use Program Director with the Office of Economic Adjustment (OEA), an independent field activity in the Department of Defense. She is responsible for Compatible Use Program development and oversight of more than 75 Joint Land Use Study projects across the country.

With professional planning, real estate and economic development experience in both the public and private sector, Ms. Eitler has facilitated community economic adjustment programs in response to the 1993, 1995 and 2005 BRAC actions; supported environmental assessment, design and construction of mega transportation projects; and provided development coordination for large master planned communities.

Ms. Eitler has a M.S. in Community and Regional Planning from the University of Texas at Austin and a B.A. in Urban Studies from the University of Oklahoma. She is a member of the American Institute of Certified Planners, American Planning Association, and the Urban Land Institute; graduated from the Federal Executive Institute’s Leadership for a Democratic Society; certified in Economic Development Finance and Charrette Management and Facilitation; and completed Consensus Building Institute training on stakeholder engagement and conflict resolution.
