Background on OEA Public Schools on Military Installations (PSMI) Program Authority

Signed into law April 15, 2011, Public Law 112-10, Section 8109, Department of Defense (DOD) Full-Year Continuing Appropriations Act of 2011, provides DoD special authorization and appropriated “funds to construct, renovate, repair, or expand elementary and secondary public schools located on military installations in order to address capacity or facility condition deficiencies” to ensure the children of service members are learning in safe, modern, and efficient facilities that meet the local standard.  The Secretary of Defense identified the Office of Economic Adjustment (OEA) to administer the grant funding.  OEA follows a prioritized list, approved by the Deputy Secretary of Defense in 2011 (2011 Priority List), which assigned priorities to those schools on military installations that have the most serious capacity or facility condition deficiencies.  That 2011 Priority List combined with appropriations received in Fiscal Years 2011, 2012, 2013, 2015, and 2018 comprises OEA’s PSMI program.
