This publication is designed to provide tools and information to support public and private leadership as they confront the loss of a significant defense-related industry, employer, or contract and attempt to re-envision their communities.

The Office of Economic Adjustment (OEA) is committed to making documents on our Internet server accessible to individuals with disabilities in accordance with Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended in 1998. Many of our documents are saved in PDF format which may not work with some screen readers, specifically those that were created from a scanned hard copy.
